| 摘 要： | 旅游扶贫中存在有将旅游扶贫简单地等同于旅游开发、旅游扶贫开发的城市化发展模式、把陋习当作特色来开发和只关注眼前的效益等问题。科学的旅游扶贫开发应使旅游扶贫真正发挥其应有的扶贫功能，是在政府扶持和引导下，以地方特色为生命，农民唱主角，实现旅游企业和当地居民双赢。

| Abstract: | Problems in the pro-poor tourism are the following: pro-poor tourism is simply equated tourism development, urbanization development model of pro-poor tourism development, develop the bad habit as feature, focus on the present benefit and so on. Scientific pro-poor tourism development should make it really realize the function of supporting the poor, under the supporting and leading of the government, regard the local color as life, peasants play a major role, realize the double win between the government and local citizen. |
