智力资源是21世纪知识经济发展的决定性因素,应成为现代资源科学研究的新领域,这既是社会经济发展的需要,也是资源科学自身向前发展的必然。智力资源属于社会资源范畴,同时又是一种特殊的可再生资源和软资源,具有继承性、附着性、流动性、增殖性、时效性和不易度量性。根据智力资源特性与概念,比较分析了它与人力资源、信息资源、文化资源的区别和联系。

INTELLECT RESOURCES CHARACTERISTICS AND CONNOTATION

Knowledge economy will be the primary economy in the 21st century, the intellect resources is the decisive factor sup-porting economic development, so intellect resources becomes more and more important in the coming future, also it is a newstudy field of modem resources sciences. The intellect resources can be defined from two sides. In narrow sense, it refers to thecapable person with knowledge of science and technology, culture and art, management and so on, in broad sense, it also in-eludes the related institutions such as scientific research, education and R&D facilities and infrastructures such as informationnetwork. The intellect resources is a kind of social resources, also a special kind of reproducible resources and soft resources. Ithas six important characteristics including heredity, adhesion, fluidity, multiplication, time effect and difficulty to be estimated.It is different from human resources, information resources, and cultural resources though they have complicated connections inmany aspects.
