| 摘 要： | 土地储备是一种新的土地管理制度。本文以南通市为例，结合国内其它试点城市的经验，剖析了土地储备制度在我国产生的背景、在土地使用制度改革及国企改革中所起的作用及存在的问题，并提出了建设性的改善意见。

| Abstract: | Land deposit is a new land management system. With a case study in Nantong and other trial city's experiences, the occurrence background of land deposit in China , together with the effects of the land deposit system to land use system and reformation of the state enterprises are analysed in this paper. Meanwhile the problems still remained in the system are also discussed. Based on the analysis, some constructive promoting suggestions are put forward. |
