中国空间规划体系:现状、问题与重构

摘    要:在世界各国无不对其空间规划体系进行改革完善以适应时代发展的背景下,对具有特殊复杂性的中国空间规划体系的发展与改革进行了系统深入探讨。首先将我国空间规划体系分为城乡建设规划、发展规划、国土资源规划、生态环境规划等不同系列规划进行了梳理,然后分析了其存在的种类繁多、发展不均衡、法制化建设落后、协调性差等问题,最后从明确目标、确立基本策略、确定基本框架、调整部门职责和权限、理顺规划层级关系、推进法制化建设等方面提出了我国空间规划体系重构的具体路径和政策建议。

Abstract:In the context of the spatial planning systems in many countries have been reformed and improved to adapt to the times,this paper systematically discusses on the development and reform issue of China’s spatial planning system which is specially complex.First,an overview of the spatial planning system in China is given,in detail from urban and rural construction planning,development planning,land resources planning,environmental planning,and other different series.Then,the problems are explored in-depth,including too many subtypes,uneven development,the lagged legal system,poor coordination,et al.Finally,based on the above discussion,concrete reconstruction paths and policy recommendations of the spatial planning system in China are proposed progressively,in perspective of making the objectives clear,establishing the basic strategy,determining the basic framework,adjusting the departments’ responsibilities and authorities,coordinating the relationships of different planning levels,promoting legal construction.
