湖南区域经济发展空间差异及结构优化策略研究

文章以湖南省122个县(市、区)为基本研究单元,选取1995、2000、2005、2010、2016年5个时间截面,运用空间自相关分析,探析湖南省区域经济发展差异、演变规律和变化趋势。研究表明:①湖南区域经济处于集聚发展阶段,发展水平趋同性集聚较为明显。②湖南经济发展高值区主要分布在长沙、株洲和湘潭,其发展较快;低值区分布在湖南西部及西南部边缘县市,其发展速度缓慢。基于研究结论及资源禀赋等地区优势,文章提出区域经济空间结构优化发展建议:对接国家重大战略,重点建设长株潭城市群,培育岳阳、怀化二次增长极和张家界旅游的增长极,着力完善湘东京广发展主轴,扩大湘北长沙、株洲、湘潭城市群发展的轴心,积极推动湘南开放,湘西开发,以岳阳、郴州、怀化作为促进区域开放的重要节点,积极构建新的开放模式,促进湖南区域经济全面协调发展。

Spatial Discrepancy and Structural Optimization Strategies of Hunan Regional Economic Development

Taking 122 counties(county-level cities and districts)of Hunan Province as research unit and based on the cross-sectional data from1995 to 2016,this article analyzes the differences in regional economic development in Hunan Province and its evolutionary laws and trends using the spatial autocorrelation analysis.Results show that:(1)Hunan economic development is in the stage of agglomeration and presents obvious agglomeration homoplasy characteristics.(2)High-value areas of economic development in Hunan are mainly distributed in Changsha,Zhuzhou and Xiangtan;lowvalue areas are mainly distributed in the west and southwest of Hunan Province where it shows relatively slow growth.Ob the basis of the research conclusions and resource endowment and other regional advantages,this paper puts forward the following suggestions:constructing"open"space development model in Hunan,focusing on the construction of Changsha-Zhuzhou-Xiangtan urban agglomeration,cultivating Yueyang,Huaihua’s second growth pole and the growth pole of Zhangjiajie tourism,improving the main axis of Beijing-Guangzhou route in the east of Hunan and expanding the axis of the development of agglomeration in the north of Hunan,Changsha and Zhuzhou as well as Xiangtan,actively promoting the opening of the south of Hunan and the development of western Hunan,selecting Yueyang,Zhangzhou and Huaihua as important nodes to actively promote a new regional opening model and facilitate the comprehensive and coordinated development of Hunan’s regional economy.
