区域协调发展机制构建

随着经济全球化和区域一体化趋势的发展,协调成为区域发展中最为决定性的因素,区域整体协调发展是区域发展的最终目标,而其发展机制正是区域实现此目标的重要途径,区域协调发展及机制研究在新形势下具有重要的意义。文章从区域协调发展相关概念界定入手,将其定义为区域内部的和谐及与区域外部的共生。针对区域协调发展阶段与区域经济发展阶段的耦合性,将区域协调发展划分为初级、中级和高级三个阶段。将发展机制定义为一套从目标内容到实际操作的完善体系,具体包括根本目标、协调内容、协调主体、协调手段、协调程序等,探讨了三个阶段机制的构建。
