浙江城市化发展战略思考

浙江经济在实现城市化发展战略时首先要进行区位调整,也就是我们这里所说的区际归并。在进行区际归并的过程中,需要从传统的临江而居向“夹江而营”转变。针对浙江的实际应该有这样一些内容:杭州市的城市发展要摆脱对西湖的依赖,转到以钱塘江两岸发展为主,在此基础上再向杭州湾推进;在沿海经济发达地区发展大城市以集聚各种资源;在增强宁波、温州城市功能外,要根据实际情况再建一至两个大城市;在完成区际归并基础上,政府要着力资源整合与政策引导。要防止因盲目的区际归并造成许多后遗症,避免“城市病”,使浙江的城市化发展为浙江经济、社会在新世纪里再上一个新台阶服务。

THE DEVELOPMENT STRATEGY OF THE URBANIZATION IN ZHEJIANG PROVINCE

The paper believes that in order to actualize the urbanization of Zhejiang province we should adust the districts at first,that is the reorganization and mergence of the districts. In the progress of the reorganization and mergence of the districts, weshould change the traditional living structures of occupying one side of the river into occupying both sides of the river. The de-tails, the development of Hangzhou requires the district to expand from both sides of the Qiantang river to area of Hangzhou bay;in the developed coastal area, the big cities should inereuse in order to gather all dind of resources while strengthening the func-tion of Ningbo and Wenzhou, one or two more big cities should be founded according to the facts; basing on the completeness ofthe reorganization and mergence of the district, the government should emphasize the integrative utilizations of the resources andthe guidance of the policies, preventing the blindness and "the city syndrome", in order to enable the urbanization to ensure thefurther development of econmy and society of Zhejiang province in the new century.
