| 摘 要： | “三农”问题一直是我国改革进程中遭遇的难点 ,特别是农民收入长期以来增长缓慢 ,不仅关系到我国广大农民群体的生存和发展 ,还直接关系到党的十六大提出的建设全面小康社会的目标能否顺利实现。制约农民收入增长存在有制度性因素 ,城乡二元分割、现行的农村基层管理系统和缺位的农村社会保障制度 ,是造成农民贫困的主要原因。解决农民收入问题关键是深层的制度建设
