| 摘 要： | 政府运用道德系统规范经济秩序是发展和完善社会主义市场经济体制的需要，是建立和谐社会的必然要求。构建以政府诚信为中心的社会道德规范，是解决政府经济职能的公共性与其执业人员的私利性矛盾的有效途径。只有构建以政府诚信为中心的社会信用体系，才能正确实施政府经济职能。

| Abstract: | The government using ethic system to standardize the economic order is the need for developing and perfecting socialist market economic order and the requirement for constructing harmonious society. Establishing the social ethic based on the credibility of government is an effective way to eliminate the contradiction between the public nature of government's economic function and the private nature of administrative staff. Only by establishing the social credit system based on the credibility of government can the economic function of the government be implemented correctly. |
