对社会主义新农村有关理论及测度指标体系的思考

目前所提出的社会主义新农村,其鲜明特点是在统筹城乡经济社会发展的前提下推进新农村建设.它是以农村经济社会的全面进步为目标,促进农村经济社会和环境的全面、协调和可持续发展.社会主义新农村建设的主要构成要素可分为环境要素、基础要素和效果因素三大类;环境要素的改善依赖于政府,基础要素的改善主要是农村自身建设,效果因素的改善依赖于环境因素和基础因素共同作用的结果.新农村测度指标体系应分成不同的级别;就目前而言,调控新农村建设主要靠县一级,考核社会主义新农村建设进程主要应放在县级和村级进行.
