| 摘 要： | 抑制第一、第三产业的发展,片面强调第二产业的发展,使得老工业基地在面临产业结构严重扭曲、第二产业结构化程度低的情况下,也面临地区就业率低、富余人员过多等就业问题。因此,在强调产业结构调整的同时必须强调就业结构的调整,将两者有机地结合起来,是老工业基地调整取得成功的根本保障。

| Abstract: | Severely affected by the planned economy, the traditional industrial base formed an unreasonable economy structure, featured by advanced industry but weak agriculture and service. With the process of industry upgrading, the laid-off workers and their employment became a severe social problem. It goes for sure that the appropriate solution to such issue will be the basic support to the success of industry upgrading. The article adopts a bias share analytic approach to give its solution. |
