| 摘 要： | 苏南模式是政府主导下不断进行制度创新的经济发展模式。当前的苏南模式是以外资为导向的工业化道路，FDI对GDP有强烈的推动作用。本文采用1995—2005年苏州、无锡、常州三地的相关数据，通过面板数据模型的实证研究发现，在没有考虑本土创新能力前提下FDI的作用被明显高估，FDI对于创新主体——本地企业又会产生显著的挤出效应。
