低碳经济与公共财政

发展低碳经济是目前世界各国的共识,我国必须走中国特色的低碳经济发展道路。长期以来,我国在发展低碳经济上进行了积极努力的探索,并已取得明显成绩。然而,目前我国仍面临国际社会、自身能源和环境污染等诸多压力,使得我国进一步发展低碳经济具有必然性和紧迫性。我国公共财政支持、推进低碳经济应实行科学发展、可持续发展、社会和谐以及区域协调四大原则,同时还应从预算科目设置、财政投资、转移支付、政府采购、收费与税收政策等方面进行制度构建和完善。
