| 摘 要： | 从我国经济发展的动力机制入手,根据1997-2007年二氧化碳排放量的省级面板数据,对政府职能错位与企业减排动力间的关系进行检验。结果表明,地方政府对企业经济活动的行政干预、政府规模的扩大以及腐败行为都不利于形成企业的减排激励。另外,我国现行的环境管制政策对中西部地区的减排有积极作用,而对于东部地区这种减排作用却不存在。

| Abstract: | Starting from the dynamical mechanism of China's economical development,this paper analyzes the relationship between the mismatch of government functions and enterprise's CO2 reduction incentives with the provincial panel data of CO2 emission during 1997-2007.The results indicate that local government's administrative intervention,enlargement of government's scale and corruption all have negative influence on enterprise's CO2 reduction incentives.Moreover,the existing environmental regulations and policies ... |
