集体林区生态公益林建设对劳动力转移的影响--以浙江省为例

生态公益林作为我国政府强化生态文明建设的重要举措,在保障生态安全方面发挥着重要作用。本文使用浙江省的农户调查数据,使用Heckit模型实证检验了农户生态公益林面积和生态公益林损失性补偿对农户家庭劳动力转移的影响。结果表明:尽管生态公益林面积的增加促进了农户劳动力转移,但是生态公益林补贴与劳动力转移呈现出倒U形关系,即随着生态公益林补贴的增加劳动力会出现回流趋势。进一步分析发现,劳动力年龄越大、拥有商品林地面积越多、林地地块数越多和林地质量越高的农户劳动力回流越迅速,而劳动力的教育水平则会延缓倒U形拐点的到来。本文认为政府执行生态公益林划界时应在保证生态安全的基础上,思考一刀切的补贴标准可能带来的激励过度或激励不足等问题。

The Impact of Ecological Public Welfare Forest Construction in Collective Forest Area on Labor Migration--Taking Zhejiang Province as an Example

This paper analyzed the internal relationship between the construction of ecological public welfare forests and the labor migration of farmers using a Heckit model based on the survey data of farmers in Zhejiang Province.The results showed that although the increase of ecological public welfare forest area promotes the labor migration of farmers;the labor force will return to the trend with the increase of subsidies for ecological public welfare forests.Further analysis showed that the older the labor force of the farmer,the more the area of commercial forestland,the more the number of forestlands and the higher the quality of the forestland,the faster the labor return,and the education level of the labor force will delay the return of labor.This paper concludes that when the government implements the ecological public welfare forest demarcation,the problems of excessive incentives or insufficient incentives caused by the single subsidy standard should be considered based on ensuring ecological security.
