农地保障功能替代对农地转出的影响

农地的社会保障功能能否被有效替代已经成为农地能否健康有序流转的关键所在。文章选取安徽省芜湖市为研究案例区,采用问卷调查、深度访谈等方法开展田野调查,运用二元Logistic回归模型分析农地保障功能替代对农户转出农地意愿的影响。结果表明:(1)研究区农户转出农地的意愿较强,63%的农户期待转出农地。(2)农地保障功能替代对农户转出农地的意愿有一定影响:劳动承载力功能替代程度越高的农户,越愿意转出农地;农地的价值功能替代程度越高,农户转出农地的意愿越高;当今农地的养老功能替代程度对农户转出农地意愿没有显著直接影响。为促进农地合理流转、最大限度保护农户利益,应健全完善新型农村社会养老保险制度,尤其增强新农保的保障能力,消除农户在养老方面的后顾之忧;推动新型城镇化,进一步推进户籍制度改革,统筹推进工业化、信息化、城镇化和农业现代化同步发展,推动城乡融合发展;加强职业培训,完善就业失业登记管理制度,面向农业转移人口全面提供政府补贴职业技能培训服务,加大创业扶持力度,促进农村转移劳动力就业。

EFFECTS OF FARMLAND SECURITY FUNCTION ON THE FARMLAND TRANSFER

Whether the social security function of agricultural land can be effectively replaced has become a key of the rural land rational and orderly circulation.Taking Wuhu city of Anhui province as a case, this paper analyzed the influence of farmland′s security function substitution on farmers′ willingness to transfer land by questionnaires, interviews and binary logistic regression model.The results showed that (1) the farmers′ willingness to transfer their land was strong, and 63% of farmers expected to transfer land.(2) the farmlands′ security function influenced farmers′ circulation willingness, farmers preferred to transfer their lands when the substitution degree of labor carrying capacity was high.The substitution degree of farmland function had no significant impact on farmers′ willingness.To promote farmlands′ circulation appropriately and protect farmers′ profit, government should improve the rural social pension security system, enhance the guarantee capability of agricultural insurance particularly, promote new-type urbanization, further reform household registration system, develop industrialization, informatization, urbanization and agricultural modernization to promote urban and rural integration development, perfect employment and unemployment registration system, and provide government subsidy and vocational training for agricultural transfer population.In addition, in order to further improve the efficiency, it should coordinate different resources, vigorously developed regional economy, promote the transfer of rural land, and strengthen land market and social security system construction.
