乡村旅游减贫成效评估体系及绿色减贫指数分析*——以重庆市武陵山片区为例

［目的］分析研究重庆市武陵山片区乡村旅游减贫成效的评估体系,为旅游业发展提供更为准确、可靠的决策信息,为地区减贫提供方法理论。［方法］文章基于云模型理论,综合考虑社会和经济因素等影响因素,构建4级9项指标的乡村旅游发展绩效评估体系。利用层次分析法确定指标权重,计算乡村旅游发展绩效评估的综合定度,来分析重庆市武陵山片区的绿色减贫指数。［结果］(1)黔江县旅游经济发展成效评价为“好”级别,且其绿色减贫排名为第一。(2)彭水县旅游经济发展成效评价为“差”级别,且其绿色减贫排名为总排名中的最后。［结论］(1)重庆市武陵山片区的乡村旅游发展在一定程度上促进了贫困地区减贫,但减贫整体水平有待进一步推进。(2)区域间发展不平衡导致各片区减贫水平存在差距,黔江县旅游经济发展成效评价为“好”级别,且其绿色减贫排名为第一,减贫效果最佳。(3)彭水县绿色减贫效果欠佳,因此需要加强各区域间的沟通协调,促进整体的推进。

THE EVALUATION SYSTEM OF RURAL TOURISM POVERTY REDUCTION AND THE ANALYSIS OF GREEN POVERTY REDUCTION INDEX IN WULING MOUNTAIN AREA OF CHONG QINNG

This paper analyzes the evaluation system of rural tourism poverty reduction in WuLing Mountain area of Chongqing, so as to provide more accurate and reliable decision making information for tourism development and theory for regional poverty reduction. Based on the theory of cloud model, this paper took into account the social and economic factors, and constructed the tourism development performance evaluation system of level 4 and 9 index. By using the analytic hierarchy process to determine the index weight, the comprehensive determination of tourism development performance evaluation was calculated to analyze the green poverty reduction index in WuLing Mountain area of Chongqing. The results showed that Qianiiang county tourism economy development level of effectiveness evaluation was "good", and its green poverty reduction was the first. Pengshui county tourism economic development level of effectiveness evaluation was "bad", and its green poverty reduction in total ranked in the end. The development of rural tourism in Wuling Mountain area of Chongqing has promoted poverty reduction to some extent, but the overall poverty reduction level needs to be further improved. Regional unbalanced development in each area poverty level gap, Qianjiang county poverty reduction effect is best, Pengshui county green poverty reduction effect is poor. Therefore, it is necessary to strengthen communication and coordination among different regions and promote the overall progress.
