摘    要:目的]通过对山东寿光蔬菜生产概况、生产条件以及蔬菜质量安全的调查,探索寿光蔬菜生产面临的问题,并提出寿光蔬菜质量安全"供给侧"改革的对策。方法]以典型调查和专家座谈为主要调查方式,以定性分析为主要研究方法。结果]寿光蔬菜产业具有一定竞争力,蔬菜生产持续快速增长、出口量不断增加,贸易额逐年上升。蔬菜质量示范基地建设、蔬菜质量监管措施和农业新技术为寿光蔬菜质量安全奠定了较好的基础。但是寿光蔬菜产业仍存在小规模的生产方式不利于质量安全控制和质量监管、区域品牌弱化趋势显现、农业投入品市场不够规范、农业面源污染严重等问题。结论]推进蔬菜的"供给侧"改革,应加大蔬菜生产投入品监管力度,确保投入品安全;完善区域品牌建设,以品牌为质量安全背书;引导组建农民合作示范社,确保生产过程安全;控制农业面源污染,确保生产环境安全。

Abstract:Through the investigation of vegetable production status and vegetable quality security, this paper found the problems of vegetable industry in Shouguang and proposed several suggestions of "supply-side" reform of vegetable industry. The cross-section survey and the qualitative analysis were used in this study. The results showed that vegetable industry in Shouguang maintained high levels in competitive power and the production. Demonstration base of vegetable quality, the vegetable quality control measures, and the improvement of product quality provided good foundation for vegetable quality. However, there were some difficulties in the supervision of vegetable production, the non-standard market of agricultural input, and the inconvenience of small-scale vegetable production on quality and security control. This paper put some suggestions, such as enhancing the supervision to ensure the safety of input, improving the regional brand to ensure the quality, leading the development of peasants professional cooperatives to ensure the safety of processing, and controlling non-point source pollution to ensure the safety of the environment.
