区域一体化背景下京津冀循环经济协同发展研究

京津冀是我国雾霾污染最为严重的地区。要想彻底解决环境问题,必须切实转变经济增长方式,全面推行循环经济发展模式。京津冀循环经济区域协同发展,不仅是治理环境污染的根本途径,也是实现区域一体化战略的重要突破口。运用综合分析和对比分析方法,在系统梳理北京、天津、河北循环经济发展现状的基础上,从农业、工业和服务业三个方面提出了京津冀地区循环经济协同发展的基本途径。农业方面,根据资源禀赋统筹整合农业生产区,建设各类生态产业园,推动农业循环发展;工业方面,按照循环经济理念统筹规划空间布局,建设改造现有产业园区以提高资源综合利用效率,构建废弃物回收再利用体系以减少污染物向外排放;服务业方面,基于比较优势合理规划服务业布局,有序推动产业转移与承接,大力发展现代低碳服务业。在当前区域一体化的背景下,从产业角度提出京津冀循环经济协同发展模式,对区域顶层设计和战略规划有着重要的参考价值。

COLLABORATIVE DEVELOPMENT OF CIRCULAR ECONOMY IN BEIJING-TIANJIN-HEBEI REGION UNDER THE BACKGROUND OF INTEGRATION

Beijing-Tianjin-Hebei Region is the most serious haze pollution area. To solve the environment problem fundamentally, it must change economic growth mode and fully implement circular economy. Achieving coordinated development of circular economy in Beijing-Tianjin-Hebei region is not only the fundamental way to control environmental pollution, but also an important breakthrough of implementing regional integration strategy. Using methods of comprehensive analysis and comparative analysis, this paper analyzed status quo of circular economy development in Beijing, Tianjin and Hebei, proposed the fundamental way on regional collaborative development of circular economy from three aspects of agriculture, industry and services. For agriculture, it should overall integrate some agricultural areas based on resource endowment. In each agricultural region, it should construct various agro-ecological industrial areas and promote circular agricultural development. For industry, it should plan industrial layout in accordance with the concept of circular economy, and construct and renovate several eco-industrial areas to improve the efficiency of resource utilization, build waste recycling system to reduce emissions of pollutants outwards in each industrial area. For services, it should rational plan services layout based on their comparative advantages, orderly promote industrial transfer and acquisition, and focus on the development of modern low-carbon services. In the context of current regional economic integration, it proposed collaborative development of circular economy in Beijing-Tianjin-Hebei region from the view of industrial development, which had important reference value for regional top-level design and strategic planning.
