农业用水自治研究

目的 为了充分调动农业用水户管水积极性,减少政府工作压力,提升农业用水效率,开展农业用水自治具有重要意义。方法 文章在综合分析国内外农业用水自治文献的基础上,结合农业用水自治实践存在的问题,提出实施农业用水自治建议。结果 国内外理论研究和实践表明,农业用水自治是农业用水管理重要组成部分,在农业用水“最后一公里”过程中发挥着不可替代的作用,充分发挥好农业用水自治功能,有利于提升水资源管理水平和农业用水效率。结论 农业用水自治可以分为完全自治、半自治、微自治、完全不自治4种类型,现代农业用水自治是未来发展方向。我国农业用水自治存在缺乏系统理论指导等四方面问题,提出了加强农业用水自治理论研究等4个建议。

STUDY ON AUTONOMOUS MANAGEMENT OF AGRICULTURAL WATER USE

In order to fully arouse the enthusiasm of agricultural water users to manage water, reduce government work pressure, and improve the efficiency of agricultural water use, it is of great significance to promote autonomous management of agricultural water. Based on the comprehensive analysis of the literature on the agricultural water autonomy at home and abroad, combines with the problems existing in the practice of autonomy management of water use in agriculture, this paper puts forward some suggestions. The original research and practice at home and abroad showed that the autonomous management of agricultural water was an important part of agricultural water management, and it played an irreplaceable role in the "last one mile" process of agricultural water use. A fully-functional autonomy of agricultural water was conducive to improving the water resources management and the efficiency of agricultural water use. In summary, the autonomy management of agricultural water use can be divided into four types: complete autonomy, semi autonomy, micro autonomy and complete non autonomy. Modern autonomy management of agricultural water use is the future development direction. There are four problems in China''s autonomy management of agricultural water use, such as the lack of systematic theoretical guidance. And some suggestions are put forward, so as to streng then the theoretical research of autonomy management of agricultural water use.
