摘    要:目的]对甘孜州各县市的发展状况进行研究探讨,为区域可持续发展策略的制定实施提供科学依据,对提升县域发展水平和发展质量具有重要意义。方法]建立涵盖经济、社会、资源环境三大模块共计24项指标的评价体系,选取发展较快的2007—2014年为研究时段,运用极差法、改进熵值法、耦合协调度模型与GIS工具,对甘孜州各县市的发展水平进行综合评价与分析。结果](1)全州综合发展水平指数平均值为0. 500 8,发展水平整体较低,其中康定市得分最高,石渠县最低,县市之间呈现两级分化。(2) 2007—2014年全州综合发展指数平均增幅0. 262 6,年均增速13. 77%,所有县市均处于上升过程,但县市之间增速不一,发展差距逐步扩大。(3)全州发展协调度平均值为0. 390 5,协调度较低,各县市均处于轻度失调或濒临失调水平。(4)发展水平、活力、协调度较高县市均集聚于州东部和南部,尤以东路片区最为典型。结论]下一阶段需依据各县市实际,立足优势,制定实施合理的发展规划,缩小区域差异,提升综合发展水平。

Abstract:To investigate the comprehensive development of counties in Ganzi and provide a scientific basis for the formulation and implementation of regional sustainable development strategies, which is of great significance to enhance the development level of counties. This study constructed an evaluation system containing a total of 24 indicators covering economy, society, resources, and environment. The range method, improved entropy method, coupling coordination degree model, and GIS method were used to comprehensively evaluate and analyze the development level of counties in Ganzi in the fast developing period of 2007-2014. The results showed that (1) The mean value of the comprehensive development index in Ganzi was 0.500 8 and the overall development level was low. Among them, Kangding city had the highest score, Shiqu county got the lowest score, and the development level showed significant differences between counties. (2) From 2007 to 2014 , Ganzi was in the stage of rapid growth. The mean amplification of comprehensive development index was 0.262 6, with an annual growth rate of 13.77%. However, the growth rates between counties were different, and the development gap widened gradually.(3)The mean coordinating degree index of economy society resources and environment in Ganzi was 0.390 5, with a low level of coordination, and all counties were in a state of mild or near imbalance. (4) The counties which had high development level, coordinating degree index and development speed almost all distributed in the east and south part of research area. The east road part was the most outstanding. In the next stage, we should formulate appropriate and reasonable development plans based on the actual situation and advantage of counties to reduce the differences and improve comprehensive development level.
