西藏农牧区反贫困存在的问题与对策

中央第五次西藏工作会议上指出"到2015年,西藏的农牧民纯收入与全国平均水平差距显著缩小;到2020年,西藏农牧民人均纯收入要接近全国水平。"2015年中央一号文件剑指"三农"新挑战,破解"三农"着力点,要求解决三农问题必须使人地充分结合,提出"四个‘如何’,五个‘新’",体现了国家对于农牧民生产生活的关注。消除西藏农牧区的贫困是维护社会稳定、巩固农村经济发展的需要,关系到整个西藏社会发展的全局。文章立足于西藏农牧区贫困的现状,从西藏农牧区反贫困存在的缩小差距任务繁重、农牧民增收渠道狭窄、促进发展成本较高、反贫困目标和任务艰巨等问题出发,分析利用了"十二五"之前与"十二五"期间西藏农牧区的扶贫对象与扶贫开发资金的历史数据,探讨了西藏农牧区反贫困的具体措施与合理建议,指出解决西藏农牧区贫困问题的关键主要在于人口可持续发展、产业发展带动、社会服务水平、移民搬迁的落实。

ANTI-POVERTY EXISTING PROBLEMS AND COUNTERMEASURES OF THE VILLAGE AND HERDING AREA OF TIBET

In the fifth Tibet work conference , it is pointed out that by the time of 2015, the gap between the net income of Tibetan farmers and herdsmen and the national average will be significantly reduced. And by the time of 2020, the average net income of Tibetan farmers and herdsmen will close to the national level." The no. 1 central file in 2015 refers to the new challenges of "Agriculture, rural areas and farmers" and breaks the focus of "Agriculture, rural areas and farmers" . It demands people and land should be fully combined to solve the problems of agriculture, rural areas and farmers and puts forward the "four" how to and "five" new " which embodies the national attention to the farmers and herdsmen production life. Eliminating the poverty in Tibetan pastoral areas is the needs to maintain social stability and consolidate the development of rural economy, which is related to the whole development of Tibet. This article is based on the current situation of poverty in Tibetan pastoral areas. From the heavy task of narrowing the gap of anti-poverty in Tibetan pastoral areas, the narrow channels of farmers' income, the high cost of development and the difficulty of anti-poverty goals and tasks, it analyzes the historical data of the poverty alleviation Objects and development funds in Tibetan pastoral areas before the "twelfth five-year" and also the data during the period of "twelfth five-year" , discusses the anti-poverty measures and rational suggestions in Tibetan pastoral areas and points out that the key to solve the poverty problems in Tibetan pastoral areas is the Sustainable development of population, industry development , social service level and the implementation of a migration.
