城乡融合中的耦合协调：新型城镇化与乡村振兴

目的 测算新型城镇化和乡村振兴发展水平，分析两者之间的耦合协调性，为促进城乡融合、识别城乡发展战略的薄弱点提供理论基础和现实依据。方法 文章基于城乡融合视角，构建新型城镇化和乡村振兴评价指标体系，利用熵值法和耦合协调模型对新型城镇化与乡村振兴发展水平，以及两者之间的耦合协调度进行分析。结果 山东省新型城镇化和乡村振兴发展水平呈现上升趋势，但存在明显的区域特征，其中，菏泽、聊城等地为城乡发展的“低洼地带”；在样本期间内，新型城镇化和乡村振兴之间的耦合度轻微下降，城乡政策处于不断调整之中；协调度整体呈现上升趋势，城乡之间具有较好的融合发展态势；菏泽、聊城等边缘地市存在明显的“低耦合度—低协调度”特征，城乡发展关系需进一步优化。结论 推动新型城镇化建设和促进乡村振兴战略实施，应摒弃粗放型发展模式，结合地理区位和资源禀赋，制定具有地域特色的发展规划。

COUPLING AND COORDINATION IN URBAN-RURAL INTEGRATION: NEW-TYPE URBANIZATION AND RURAL VITALIZATION

This research is intends to measure the level of new-type urbanization and rural vitalization development, as well as the coupling coordination degree between them, so as to provide a theoretical and practical foundation for promoting urban-rural integration, breaking down urban-rural barriers, and identifying the weak points in the urban-rural development strategy. This study constructed an evaluation index system of new-type urbanization and rural vitalization based on the perspective of urban-rural integration, and analyzed the coupling coordination degree between new-type urbanization and rural vitalization by using the entropy method and coupling coordination model. The results were showed as follows. In Shandong province, the level of new-type urbanization and rural vitalization were improving, but there were noticeable regional differences. Heze, Liaocheng, and other locations were the examples of "low-lying regions" for urban and rural growth. The degree of coupling between new-type urbanization and rural vitalization declined slightly during the study period, as well as urban and rural policies were constantly changed, and the overall coordination degree showed an upward trend, and there was a good integration development trend between urban and rural areas. Heze, Liaocheng, and other peripheral cities had the noticeable features of "poor coupling and low coordination degree," and the link between urban and rural growth had to be improved. Therefore, to promote the construction of new urbanization and the implementation of the rural revitalization strategy, we should abandon the extensive development pattern and formulate a development plan with regional characteristics in combination with geographical location and resource endowment.
