驻村第一书记行动壁垒的构成要素与形成机理

驻村第一书记基于外生性制度赋权嵌入原有的乡村治理格局,致力于推动组织建设、精准扶贫和乡村发展。然而,部分驻村第一书记在嵌入治理过程中会囿于行动壁垒以致陷入嵌入失灵的困境,因此亟待对行动壁垒的构成要素和形成机理进行识别并寻求突破嵌入失灵的路径。文章基于程序化扎根理论方法论对第一书记在嵌入治理过程中面临的行动壁垒进行了分析,研究发现:第一书记行动壁垒包括嵌入动机、个人素质、社会资本、制度安排、村治环境和互动策略等要素,由此所建构的"动机—情境—策略"框架不仅可以解释行动壁垒的形成机理,也为破解嵌入失灵困境提供决策参考。

The Elements and Formation Mechanism of the Action Barrier of the First Secretary in the Village

Based on the exogenous institutional empowerment embedded in the original rural governance pattern,the first secretary in the village is committed to promoting organization construction,targeted poverty alleviation and rural develop?ment.However,some of the first secretaries in villages will be limited to barriers to action in the process of embedded gover?nance,resulting in the dilemma of embedded failure.Therefore,it is urgent to identify the elements and formation mecha?nism of barriers to action,and seek the path choice to break through the embedded failure.Based on the procedural grounded theory methodology,this study analyzes the action barriers faced by the first secretary in the process of embedded governance.It is found that the first secretary's barriers to action include embedded motivation,personal quality,social capital,institu?tional arrangements,village governance environment and interactive strategies.The"motivation-context-strategy"framework constructed from this can not only explain the formation mechanism of barriers to action,but also provide decision-making reference for solving the embedded failure dilemma.
