北京市山区森林资源价值评价和政策运用

本文对北京市山区森林资源的整体价值以效用价值理论为基础，运用多种价值评价方法，特别是运用CVM对北京市山区森林资源价值进行了比较全面的评价。并按照价值特性结合北京发展的实际进行了相关的政策分析。研究结果表明，北京市山区森林资源的使用价值为2975．0亿元，其中直接使用价值287．88亿元，间接使用价值2687．08亿元；非使用价值为168．55亿元，其中存在价值、遗产价值和选择价值分别是96．07亿、40．45亿和32．02亿元。整体价值合计为3143．5亿元。

Valuation of Forest Resources in Mountainous Area of Beijing

This paper applies CVM and other methods to measure the values of the forest resource in mountainous area of Beijing, the results show that the total value of forest resources in mountainous area of Beijing is 314. 35 billion yuan, including the use value 297. 50 billion yuan and the non-use value 16. 85 billion yuan. Of the use value, the dominant is indirect use, accounting for 90. 32%;Of the indirect use value, value of biodiversity protection accounts for 44%, watershed protection 39% and environment purification 14%. Of the nonuse value, the dominant is the existence value, accounting for 57%, then heritage value 24% and option value 19%.
