| 摘 要： | 运用SWOT分析方法,对北京地区发展林业碳汇的内部优势、劣势、外部机会、威胁进行整体把握分析,提出北京地区发展林业碳汇的合理建议,即充分利用北京的科技优势和人才优势,开发生物质能资源,林业废弃物循环利用;持续稳定发展林业第三产业,增大林业第二产业发展力度;逐步提高森林质量,提升碳汇能力;积极运行碳汇项目,推动林业碳汇发展;完善碳汇理论、实施碳汇政策、开发碳金融产品.
