对我国碳汇林业发展之思考

在我国碳汇林业发展历程和发展现状的基础上分析在发展过程中遇到的集体林权制度改革等政策风险、交易与管理缺失导致的投资短缺问题、专业技术和人才缺失的技术壁垒和自然风险等一系列障碍,进而从问题根源角度提出了依国情落实相关政策和标准,规范交易机制管理机制,拓宽投资渠道,提高公民生态意识,加强碳汇林业多元化发展的建议。

Thoughts on the Development of Carbon Sequestration Forestry in China

The problem of the global climate is more and more serious,and the problem of carbon emissions has caused widespread concern. Developing low-carbon economy and realizing the low carbon transformation has become the consensus of all countries in the world. Among them,carbon sink forestry has been paid extensive attention to and developed rapidly because of its prominent role in mitigating climate warming and realizing low-carbon economy. Based on the carbon sink forestry development in China,this paper analyzed a series of obstacles during its development process,which included the policy risks such as the reform of the collective forest tenure system,investment shortages caused by lack of transactions and management,technical barriers and natural risks caused by the loss of professional skills and talents,etc. Finally,from the source of the problem,it put forward proposals to implement relevant policies and standards in accordance with national conditions,to standardize the management mechanism of the trading mechanism,to broaden investment channels,to improve citizen ecological awareness and to strengthen the diversified development of carbon sink forestry.
