| 摘 要： | 利用发展经济学和新制度经济学的理论及比较经济学的研究方法，对黑龙江省重点国有林区的制度安排、历史背景和变迁过程进行了实证分析，力图揭示出制度变迁方式的特点及内在关系，并在此基础上，找出制度变迁的路径及方向，选出符合实际、适应发展的黑龙江森工管理体制，从而实现有效的制度变迁。

| Abstract: | Using the theories of development economics and new system economics and study methods of comparative economics, analyze the system arrangement, history background and changing process, to reveal the characteristic of system changing model and inherent connection. Based on it, find out system changing route and direction, choose Heilongjiang forest industry system which adapt to fact and development, to achieve effective system change. |
