我国现代渔业发展的“十一五”回顾与“十二五”展望

2011年是我国加快推进现代渔业建设的承前启后之年，需要加强对我国渔业发展进行回顾总结和前瞻性研究。本文从渔业的供求关系、产业结构、发展方式、产业地位和制度创新等方面探讨了“十一五”时期我国现代渔业发展的主要特征，分析了“十二五”时期渔业发展具有强农惠农政策、国家食物安全重视、国内外市场多样化需求、国家生态文明建设和综合国力提升等有利条件，也必须面对资源环境刚性约束增强、水产品质量安全保障基础不牢、渔业支撑保障体系建设滞后和渔业基本经营制度不完善等制约因素。在此基础上，提出了“十二五”时期我国现代渔业发展的基本任务是：要确保渔业生态、水产品质量和渔业生产的安全，构建水产养殖业、增殖渔业、捕捞业、水产品加工流通业、休闲渔业等五大产业体系，强化渔业设施装备、科技创新与推广、资源环境保护、渔业安全保障、渔政队伍等五大支撑保障体系，提高渔业规模化、标准化、组织化、信息化、产业化的水平。
