我国海域资源配置机制的发展历程及特点分析

海域资源配置是在海洋功能区划已经确定的前提下，为实现海域资源合理开发和可持续利用的基本目标，将海域分配给适宜的海域开发利用者的过程。我国海域资源配置机制经历了四个发展过程，且每个阶段的特征不同。当前，市场化配置海域资源是我国海域资源配置的基本趋势，这要求政府在进行海域开发中的角色转换的同时，更加侧重于发挥市场机制在海域资源配置中的基础性作用。

Analysis on the development process and characteristics of marine resource allocation mechanism

For the basic objective of achieving the rational exploitation and sustainable use of the sea area resource, the marine resource allocation is the process that allocates the waters to the appropriate person for the development and utilization of the waters, before marine function zoning has been identified. The marine resource allocation mechanism in China has gone through four development processes with different characteristics. Currently, the market-based allocation of marine resources is the basic trend of marine resource allocation in China, which requires the government＇s role transformation during the marine development, while focusing more on the basic role of market-based mechanism in the marine resource allocation.
