| Abstract: | The ocean economy basing on marine resources and industry is a systems engineering, aiming at social economic comprehensive development along coastal area. To assure the ocean economics comprehensive, sustainable, coordinative and steady development, it is necessary to recognize scientifically marine resources, industry and economics and its relativity. A scientific and standing index systems must been established to evaluate ocean economic activities and effects. |
