| 摘 要： | 本文指出了水产资源开发过程中出现的主要问题及其根源，分析总结了建国以来水产资源开发的阶段性目标、模式、政策特点和效果，并由此得出历史上的四种水产资源开发战略。进而，笔者运用SWOT分析法得出我国未来水产资源开发战略取向的框架。

| Abstract: | Firstly,the purpose of this paper is to analyze the main problem in Chinese seafood resources development and the sources of the problem. Secondly, the purpose is to comparatively analyze the aim, model, policy characteristic and effect during different development phases and educe the four development strategies in history. On the base of these analyses, SWOT method is used to conclude the plan of Chinese future seafood resources development strategy and the countermeasures. |
