我国渔民弱势群体问题与对策分析

本文从经济收入、外部风险承受能力、社会竞争力和生产生活等方面分析了我国渔民弱势群体的外部特征;从渔业自身特征、法律和制度、渔业管理措施以及渔民自身等角度剖析了渔民弱势群体的成因。在最低生活保障、减负增收、渔民权益保障、政府渔业服务机制、渔民自治合作组织、渔业资源养护和管理、捕捞渔民转产转业和渔区综合福利等方面,提出了扶助渔民弱势群体的对策措施。

Analysis on the issues of the fishermen as the vulnerable group

In the paper,the exterior characteristics of fisherfolk vulnerable group are analyzed at aspects of income,external risk bearing capability,social competition ability,producing and living quality;and the causes of formation of fisherfolk vulnerable group are anatomized from aspects of fisheries self-characters,legal and system,fisheries management measures and fisherfolk-selves.Based on conclusions of above analysis,the measures to help fisherfolk vulnerable group are put forward in the last areas: the minimum living safeguard,burden reducing and income increasing,fisheries right protection,government service system for fishery,fisherfolk self-governing cooperation community,fisheries resources conservation and management,product change and vocation transfer of fisherfolk,fishing region welfare.
