海洋渔业资源配置效率与我国的可选路径

随着世界人口的增长和科学技术的发展,渔业资源从一度被称为“不可枯竭”的资源变为日益稀缺的资源。面对这一情况,渔业资源配置的效率和公平就成为渔业管理者无法回避的问题。本文分别从静态和动态的角度考察了渔业资源的配置效率,探讨了渔业资源配置措施,并分析了各种措施的制度效果,提出了实现我国渔业资源有效配置的根本途径在于构建“基于权利的管理”这样一种制度安排,进而结合我国的具体情况,提出了我国海洋渔业产权制度可采取的路径。

On the allocation efficiency of marine fishery resources in China

With the growth of world population and the development of technology,fishery resources have been increasingly scarcer from once so-called "an inexhaustible resource".In this situation,the efficiency and fairness in resource allocation are thus two critical issues that fisheries managers have to deal with properly.Based on the analysis of the efficiency of allocation in terms of fishery resources from static and dynamic point of view respectively,this paper puts forward an argument that the efficient and effective allocation of China's fishery resources lies fundamentally in developing a rights-based management arrangement.Based on this analysis and the ideographic cases of our country,the article brings forwards path choice of marine fishery property rights in China.
