| 摘 要： | 作为一种共有财产资源,渔业资源具有非排他性和消费竞争性两大特征,导致渔业资源利用出现短期化行为,增加了渔业管理的难度.本论文在分析渔业资源经济学特征的基础上,主要从渔业资源的产权形态和资源租金的角度,对基于产权的渔业管理制度进行了经济学理性思考,充分论证了基于产权的渔业管理制度是实现渔业经济绩效提高和渔业可持续发展的有效制度安排.

| Abstract: | Based on the analysis on the economic characteristics of fishery resources, the essay makes a careful study of the right-based fishery management from the angle of resource rent and concludes that the rights-based fishery management has proved to be an effective system which would improve the economic performance of fishery resources and promote the sustainable development of fishery. |
