我国海洋主体功能区划基本问题的探讨

海洋主体功能区划，是基于主体功能区划理论的一个新的应用尝试，有许多新的问题值得探索。论文在辨析海洋主体功能区划与海洋功能区划之间关系的基础上，从基本概念、基本原则、基本层级、基本路径四个方面探讨海洋主体功能区划的基本问题，明确了海洋主体功能区划的基本概念，提出了尊重自然、推进国家战略、区域统筹的区划原则，确定了海洋主体功能区划体系层级等问题，分别设计出了内水和领海海域、海岛区域、专属经济区和大陆架的主体功能区划路径。

Main idea of China's marine major function oriented zoning

Marine major function zoning, dubbed as a new attempt based on major tunctlon zoning theory, come up with some new problems, which deserve further research. Based on the relationship between marine major function oriented zoning and marine functional zoning, this paper covered some basic issues of marine major function zoning, concerning basic concept, fundamental principle, hierarchy, and essential path. It defines basic concept of marine major function oriented zoning, and presents the principle of nature-esteemed, national policy implementation as well as regional coordination. Hierarchy of national sea territory and marine major function oriented zoning system was studied. The major function oriented zoning path of internal water, territorial water, island, exclusive economic zone and continental shelf was designed respectively.
