综合事业局模式与我国水利事业单位改革

在分析我国事业单位基本概念和特征的基础上,指出水利事业单位存在的主要问题:单位数量多、规模小、种类繁杂;业务分散,形不成合力;经济基础薄弱,经济实力不强;政事不分,管理体制落后,发展动力不足。通过研究水利部综合事业局改革的实践,得出启示:改革要确立战略目标,坚持业务和经济共同发展;明确改革思路,按照“三条主线、四个层次”稳步实施;重视改革外在形式,更重视改革内部机制;实行主辅分离;重视人才培养和使用。

Modes of Bureau of Comprehensive Development of Ministry of Water Resources of P.R.China and reform of water resources institutions

Based on the analysis of the basic concept and features of institution in China,it is pointed out that the following problems existing in current water resources institutions: too many small departments with miscellaneous categories;multiple separate function without formation of a strong force;weak economical fundament without enough finance ability;without distinction of government organs or institutions,poor management and lack of the development activation etc.After investigating the reform practice of Bureau of Comprehensive Development of MWR,the following conclusions are obtained.Firstly,the reform of institutions should establish a strategy aim and insist on developing both the business and their own economy;secondly,the reform consideration should be clarified and be implemented steadily based on "Three main ways and four steps";thirdly, not only the reform modes but also the internal mechanism should be enhanced;the main function and supplement function should be apart;finally,more attention should be paid to the training and use of talents.
