| 摘 要： | 对计划用水内涵,计划用水管理层级和对象,计划用水与总量控制、定额管理、取水许可的关系进行了探讨和梳理,并以《中华人民共和国水法》为基本依据,研究建立了一张纵向按照行政层级,横向从水中长期供求规划到水量分配方案、年度水量分配方案、年度用水计划逐步递进的计划用水管理网络图,旨在为各地计划用水管理的实施提供借鉴和指导。
