| 摘 要： | 从水利工程运行管理的重要性入手,依据建设项目的整体性特点,提出在项目的可行性研究阶段、设计阶段和建设阶段进行水利工程建设管理和运行管理的有机结合,实现水利工程“建管结合、无缝交接”,并对水利工程建管结合实施的效果进行分析。
