基于PSR模型的生态文明建设战略定力指标设计与评价

基于"压力-状态-响应"(PSR)模型构建包括生态保护压力、生态文明建设状态和生态文明建设能力的3个子系统、17个指标的生态文明建设战略定力评价指标体系。运用主成分分析法对我国30个样本城市2017年生态文明建设战略定力及生态文明建设战略定力耦合协调度进行实证评价。依据评价结果,分析了我国主要城市生态文明建设战略定力的地区差异,并提出进一步保持和加强生态文明建设战略定力的对策建议。

Design and evaluation of strategic willpower indices of ecological civilization construction based on PSR model

During the key stage of winning the decisive well-off society, it is crucial to maintain and strengthen the strategic willpower of ecological civilization construction. Based on the pressure-state-response(PSR)model, an evaluation index for the strategic will power of ecological civilization construction is established, including 17 indices and 3 subsystems, that is, pressure of ecological protection, state and capacity of ecological civilization construction. The strategic willpower of ecological civilization construction and the coupling coordination degrees of ecological civilization strategy in 2017 are empirically evaluated in 30 sample cities in China by using the main component analysis method. Based on the evaluation results, the regional differences of the strategic willpower of ecological civilization construction in the major cities of China are analyzed, and some countermeasures are put forward to further maintain and strengthen the strategic willpower of ecological civilization construction.
