北京市农民安全饮水工程实施两部制水价探讨

对北京市农民安全饮水工程水价现状及存在的问题进行系统的梳理和分析,结合国内其他省市两部制水价的实践经验,提出了北京市实施两部制水价的重要意义。以顺义区2008年安全饮水工程为例对两部制水价进行了实例计算和承受能力分析,为农民安全饮水工程水价改革提供参考。计算结果表明:顺义区2008年农民安全饮水工程基本水价为1.2元/(人.月),计量水价为0.6元/m3。人均水费支出约为41.6元/a,占人均可支配收入的0.32%,在农民的经济可承受范围之内。

On two-part price of safe rural drinking water project in Beijing

The status of water price of rural drinking water project in Bejing and the existing problems are analyzed.The importance of two-part water price in Beijing is put forward based on the experience of implementing the two-part water price in other provinces and cities in China.Taking the safe drinking water project in Shunyi District of Beijing in 2008 for an example,the case sudy of two-part price is performed and the bearing capability is analyzed so as to provide reference for the reform of water prices of rural drinking water projects.The results indicate that the basic price is 1.2 RMB yuan per capita every month,and the metered price is 0.6 RMB yuan per cubic meter.The mean water expense is about 41.6 RMB yuan per year,and the ratio of water expense to income is 0.32%,which is below the farmers’ bearing capability.
