南水北调工程水资源配置机制问题探讨

随着我国南水北调工程尾期的临近,工程建设的最终环节、重要环节——水资源配置机制问题的研究显得日益紧迫。针对南水北调工程的复杂性,提出政府宏观调控与市场机制相结合、供水管理与需水管理相结合、应急管理与常规管理相结合的水资源配置原则,以期为政府的科学决策提供参考。

Allocation mechanism of water resources of South-to-North Water Diversion Project

With the arrival of the final phase of South-to-North Water Diversion Project in China,the researches on allocation mechanism of water resources,the finial and important ring of project construction,are increasingly urgent.With regard to the complexity of South-to-North Water Diversion Project,some principles for water resources allocation are proposed so as to provide reference for government to make scientific decisions,that is,combination of government’s macro-control and market mechanism,combination of water supply management and water demand management,combination of emergency management and regular management.
