对水利部预算执行动态监控有关问题的思考

水利部自开展预算执行动态监控工作以来,通过加强顶层设计、强化监控结果运用等多项措施,取得了较好的成效,但在监控数据的获得、监控内容的广度和深度、监控的信息化程度等方面依然存在一些问题。通过对水利部预算执行动态监控现状和问题的分析,提出进一步通过有效解决监控数据问题、加强信息系统建设等方式,切实加强水利部预算执行动态监控工作,保障水利资金的安全。

On some problems of dynamic supervision in budget exertion of the Ministry of Water Resources of P. R. China

Since the Ministry of Water Resources of P. R. China carries out dynamic supervision of budget exertion, some measures such as the top level design and the supervision work have been strengthened, and satisfactory efficiency is achieved. However, there exist some problems in the collection of supervision data, extension and depth of the supervision items, and informatization degree of supervision. Through the analysis of the current situations and problems of dynamic supervision in budget exertion of the Ministry of Water Resources of P. R. China, the relevant measures of effective solution of supervision data and strengthening of information system construction are put forward so as to promote dynamic supervision work of budget exertion of the Ministry of Water Resources of P. R. China and to ensure the safety of water conservancy funds.
