| 摘 要： | 论述水利事业单位投资企业产生的背景、存在的主要问题、面临的环境,揭示水利事业单位投资企业必须适应国家关于事业单位分类改革、国有企业改革、水利事业发展要求和市场环境变化,通过改革管理体制、清理整合、分类推进改革、转换经营机制、强化内部控制与监督、出台相关配套政策等途径,促进其健康发展。

| Abstract: | The background, existing problems and current environment of investment enterprises of water conservancy institutions in China are discussed. It is revealed that the investment enterprises of water conservancy institutions must be fit to the national reform of institutions and state-owned enterprises, requirements of water conservancy development and change of market environment. Some measures are proposed to improve the healthy development of investment enterprises of water conservancy institutions, that is, to reform management system, to clean up and integrate investment enterprises, to promote reform by sorts, to transfer operation system, to strengthen the internal control and supervision, and to release the related supporting policies. |
