江苏省大中型水利工程临时占地损失补偿与复垦费用标准

为了在实践工作中更好地编制大中型水利工程移民补偿投资概算,通过梳理国家、周边省份和交通行业关于临时占地损失与复垦费用标准相关的政策规定,并参考近期批复的2个大中型水利工程临时占地损失与复垦标准,测算得出弃土区干法施工临时占地损失补偿为106 500元/hm2,复垦费用为67 500元/hm2;弃土区水下施工损失补偿为256 500元/hm2,复垦费用74 250元/hm2,而取土区和施工临时占地损失补偿建议根据施工期年限,结合恢复期年限的方法灵活计算。

Standards of compensation and reclamation cost for temporary land use in large and medium-sized water conservancy projects in Jiangsu Province

A large number of large and medium-sized water conservancy projects will be constructed in Jiangsu Province. The unavoidable issues in engineering construction are the compensation of temporary land occupation and the standards of reclamation cost, while the related policies are not available in Jiangsu Province. In order to better compile the investment budget for immigration compensation of large and medium-sized water conservancy projects, the relevant policies and regulations for the standards of temporary land occupation and reclamation cost in the transportation industry, neighboring provinces and China are reviewed. Based on the two standards recently approved, the compensation and the reclamation cost for the temporary land area calculated by the dry construction method are 106 500 and 67 500 yuan/ha, respectively, and those by the underwater construction method are 256 500 and 74 250 yuan/ha, respectively. The compensation and the reclamation cost of borrow area and temporary construction land should be calculated combining with the methods of construction period and restoration period.
