| 摘 要： | 简述黄河流域水价演变过程，分析目前黄河水价存在的主要问题，提出从建立适合社会主义市场经济要求的水价体系、建立水价的补偿调节机制以及完善水费征收和管理政策三方面来进一步完善黄河水价的形成机制，促进黄河水资源的合理流动和高效配置。

| Abstract: | Based on looking back the water price evolving process in the Yellow River Basin, the paper analyzes the main problems with the current water price of the Yellow River and puts forward to exteriorly perfect water price forming mechanism and promote the reasonable flow and effective allocation of the water resources in Yellow River from the following ways: to establish the water price system that adapt to the socialism market economy, to constitute the water price compensation-adjustment mechanism, and to perfect the policy of water charge collection and management. |
