| 摘 要： | 介绍了水利资源综合开发经营管理范式的内涵,在已有研究的基础上,对水利资源综合开发经营管理范式进行了研究、界定,提出水利资源综合开发经营管理范式研究应遵循经济管理问题研究框架和范式的发展趋势,采取实证分析与规范分析相结合、定性分析与定量分析相结合的方法,分析存在的问题,总结成功的经验,为经营开发单位提供可以借鉴且行之有效的管理方法,从而推动水利资源综合开发经营整体水平的提高。
