| 摘 要： | 通过对民国时期水权制度的述评,了解民国时期水权制度的特点及其产生原因,对我国当代水权制度的完善具有借鉴意义。民国时期实行水资源公有制,水权界定十分清晰,水权制度和水行政管理法规比较完善,灌区水资源管理实行的政府统一领导下的专业管理和群众管理相结合的原则十分有特色。这些有特色的水权制度是继承和借鉴的结果。
