| 摘 要： | 行蓄洪区是防洪工程体系的重要组成部分,研究和做好行蓄洪区建设与管理工作,是贯彻“以人为本”理念,确保大江大河防洪安全,实现区内社会经济可持续发展战略的重要举措.针对行蓄洪区建设与管理中存在的问题,提出：建立管理法规、调整安全建设的规划思路、研究适应性经济产业政策、鼓励人口外迁及建立稳定投入机制的建议.
