围垦堤防工程安全监控与风险评估

摘    要:与常规堤坝相比,新型围垦堤防工程的堤坝矮长,建筑物基础条件差,水深较大,水下地形复杂,潮汐、波浪等水动力条件更加恶劣,其设计、施工技术均具有特殊性,工程施工难度加大,施工及运行过程的失事风险也随之增大。针对围垦堤防工程上述特点,以江苏苏北沿海东台条子泥特大型围垦工程为依托,结合围垦堤防具体的工程地质条件、水文条件、地基处理方式、断面结构形式及采用的不同施工工艺,融汇理论分析、数值模拟、现场监测与检测等先进的手段和技术,研究新型围垦堤防施工与运行安全影响控制因素,提出经济合理的安全监测项目、预警标准与评估体系,适合沿海特殊环境条件下围垦堤防质量隐患检测的科学有效方法,以及围垦堤防安全风险评价指标体系、评估模型及其先进的风险评估理论和方法,从而为围垦堤防安全风险决策和管理提供科学方法、手段和依据。

Safety monitoring and risk assessment of reclamation embankment projects

Abstract:Compared with the conventional embankment,the embankment of new reclamation projects has the characteristics of longer line,poorer foundation conditions,greater water depth,more complex underwater topography and worse hydrodynamic conditions of tides and waves.Its design and construction techniques are of particularity,so its construction difficulties increase,and the failure risks during the construction and operation periods correspondingly increase.With regard to the above characteristics of the reclamation embankment projects,a large reclamation project of Tiaozini in Dongtai City of Jiangsu Province is taken as an example.Combined with the specific geological conditions,hydrological conditions,ways of foundation treatment,forms of sectional structure and different construction technologies,the factors for influencing the construction and operation of the reclamation embankments are studied by integrating theoretical analysis,numerical simulation,in-situ monitoring and quality inspection,etc.The purpose of this study is to put forward economic and reasonable safety monitoring items,warning standards and evaluation system,to determine scientific and effective methods suitable for quality inspection of reclamation embankments under special coastal conditions,and to propose risk evaluation index systems and assessment models for safety of reclamation embankments as well as advanced theories and methods for their risk assessment so as to provide scientific methods,means and foundations for the safety risk decision-making and management of reclamation embankments.
